XI. Formation Of The Organization
A. The organization specified by this Multiplayer Millennium Manifesto shall be known as The Clan Of The Camper.
1. The abbreviation for The Clan Of The Camper shall appear in all games as [CotC].
a. Specialized uniforms and or skins shall be adopted and standardized for use in all games where members are present to assist in reduction of friendly fire and to allow for greater teamwork.
B. The Clan Of The Camper shall be hosted and is collectively owned by Campquake and all the volunteers which contribute to its existence.
C. No single individual shall ever be elected or stationed into a position of authority as to control the destiny of the organization.
D. [THE TITLES LISTED HEREIN ARE ONLY TO CLARIFY POSITIONS] All governance of The Clan Of The Camper shall be shared through a tier triad of power. This tier triad shall be the Veteran Council, Caesar and Senate classes of membership. Should any one voting group abstain from contributing their vote of approval the entire process must be recommenced (abstention may occur only with constitutional amendments). Likewise a Veto from the First Veteran, defined later, shall require the entire process to be recommenced. Amendments to this Multiplayer Millennium Manifesto are final and may not be removed; however, portions of the document may be lined through provided they remain visible and strikes to the document require the same voting process.
1. Veteran Membership is defined as any member of the organization who has served the Republic for three years, promotion above the rank of legionnaire, no disciplinary action in the last three years and chosen to join the Veteran Council.
a. Veteran Members shall be grouped into a Veteran Council and be represented by a First Veteran. Election of the First Veteran shall be yearly and based upon the unanimous decision of all voting Veterans.
b. In all electorate matters and veto decisions Veteran Members shall maintain one vote each.
c. Veteran Members shall be considered retired at all times and will be listed on rosters as Veterans.
d. Veteran Members may not be removed from rosters based upon inactivity unless their membership has lapsed for more than eighteen months in the Veteran Council. Veteran Council membership for those untraceable shall be placed before all voting groups within the organization for a vote of expired.
e. Veteran Members are responsible for updating their contact information with the First Veteran.
f. All Veteran Members are to be placed into a legion named The Old Guard and represented as a fighting legion. The First Veteran shall be responsible for operations of The Old Guard.
g. The Veteran Council may elect to sponsor and govern no less than one active fighting legion comprised of non-Veteran membership for it's own devices in defense of the Republic to serve as server garrison, fighting vanguard or Republican Guard.
h. The Veteran Class of membership as represented by the First Veteran shall be the second authority next to the constitution.
i. Admittance to the Veteran Class shall be based only upon service to the Republic for three years, promotion above the rank of legionnaire and no disciplinary action in the last three years.
1. Members of the organization that request Veteran Status must do so within the chain of command and must meet defined qualifications.
j. Veteran members may be called upon to fill vacant positions within the clan after resignations, impeachments or due to lack of manpower.
k. Veteran Members may request placement in an active legion at any time during their retirement; however, once they have been nested into an active legion their status as Veteran is removed.
2. Caesar is defined as a member of the organization who has served the Republic for two years, been promoted above the rank of legionnaire, had no disciplinary action in the last two years and been voted in the the Caesar position by the Clan. In addition, being Caesar requires that the member spearhead the design, maintenance, administration, game modification, programming or other service to the organization. as to require a less active front line roll and require a logistical and support specialty.
a. Election of the Caesar shall be annual based upon the seventy-five percent decision of all voting members and shall hold the position for one year.
1. Members of the organization that want to become Caesar must do so using designed methods and must meet defined qualifications.
b. In all democratic decisions Caesar shall maintain one vote.
c. Caesar holds one veto vote
d. Caesar shall be considered active at all times and will be listed on rosters as Clan Leader.
e. Caesar is the only individual member who may draft a law and bypass senate ratification (still subject to Veteran and electorate approval).
f. The Caesar shall be the third authority next to the constitution.
g. Caesar may request placement in an active legion or as a Veteran at any time during his/her service; however, once they have been nested into an active legion their status as Caesar is removed and the process for replacement will begin immediately.
3. Senate Membership is defined as any member of the organization who is not a member of the Veteran Council or Caesar.
a. Senate Members shall be grouped into a Senate Council and be represented by EAGLE. Election of the EAGLE shall be annual based upon the seventy-five percent decision of all voting members.
b. In all democratic decisions Senate Members shall maintain one vote.
1. Senate members hold no veto power but on a majority vote can draft legislation for the Veteran Council to approve into law.
c. Senate Members shall be considered active at all times unless otherwise noted and will be listed on rosters by Legion.
d. Senate Members may be removed from rosters based upon inactivity.
e. Senate Members are responsible for updating their contact information with their GANDHI or TALON.
f. All Senate Members are to be placed into legions depending on their combat status.
g. The Senate Class of membership as represented by the EAGLE shall be the third authority next to the constitution.
h. Admittance to the Senate Class shall be based only upon membership in the Clan of the Camper. In addition, Senate Membership requires that the member play an active role in the direction of the Clan.
1. Members of the Combatant Legion will be expected to perform regularly.
i. Senate Members may request placement in an active legion or an inactive legion, however placement in an active legion requires the member to be available for matches, raids and the like.
