This probably has a simple solution, but...
I re-installed WinXP professional with SP2 and all the other updates from windows Update about a month ago on this computer. I had everything set up and running well, but when I added my Panda antivirus software two days ago, I get the following issue:
Whenever I go to any website on this PC, I either get this:
The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

Click the Refresh button, or try again later.
If you typed the page address in the Address bar, make sure that it is spelled correctly.
To check your connection settings, click the Tools menu, and then click Internet Options. On the Connections tab, click Settings. The settings should match those provided by your local area network (LAN) administrator or Internet service provider (ISP).
See if your Internet connection settings are being detected. You can set Microsoft Windows to examine your network and automatically discover network connection settings (if your network administrator has enabled this setting).
Click the Tools menu, and then click Internet Options.
On the Connections tab, click LAN Settings.
Select Automatically detect settings, and then click OK.
Some sites require 128-bit connection security. Click the Help menu and then click About Internet Explorer to determine what strength security you have installed.
If you are trying to reach a secure site, make sure your Security settings can support it. Click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and check settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0.
Click the Back button to try another link.
Cannot find server or DNS Error

So I then hit refresh and the page comes up, but most of the pictures are blank with little red X's in the placeholders. A few more refreshes then brings in more of the image files, but never all of them. If the page loads when I first go to it, then it either has most of the images X'd out as described above or the page opens in the low bandwidth version... I can't find what setting or whatever has been enacted that is crapping up my web-browser (Internet Explorer). I have the same Panda software on my other PC and it's totally fine. I tried installing the latest java script driver thingies and no go.
Anyone have any ideas???

It could be related to a firewall / commuucation issue. Win SP2 also includes a firewall, so the problem may be there as well.
Does the Panda AV come with the firewall? Can you make sure that port 53 is open for inbound TCP/UDP to your ISP?
It might also be IE proxy settings. Can you install Firefox and see if the problem stays with IE or if it's on the whole computer?
