My fan on the video card started making noise and stopped, overheating the card. I blew of the dust and it is better but still sometimes need to spin it manually to get it rolling.
The card is just over a year old. Can the fan be replaced, oiled, etc etc?

Must be replaced - cannot be oiled.
The fan's shaft has a hardened chrome surface that wears with time. Once dust and dirt get inside and expedite that wear, it's over. Oil will not make up for the loss of hardened metal. (It will last a day or two, but not for long.)
