I know this person... advice needed

I know this guy who lives in California near SF and is depressed because he cannot
get a full time job in the computer field. He is 20 years old and has a
HS degree from an alternative school. He is self-taught and very intelligent.
He knows a lot about setting up and repairing computers, hacking into iphones,
network security, etc. I don't think he knows much of any programming yet.
Right now the only work he can find is contract jobs
for computer repair, which is not a reliable source of income.
And, oh yeah, he is still living in his parent's basement
Does he have unreasonable expectations?
What fields should he be looking in?
Does he need a 2 or 4 year degree before even looking for a full time good salary?
Are computer jobs in California that hard to find right now?
