Looks like original stock. Serial number is stamped near butt and matches.

I don't know much about these carbines, but this one has some character!

Has it become harder to ship weapons like that in recent years?

Actually, this is a very special case of shipping a firearm.

The CMP is chartered by the US to promote civilian markmsmanship, and as asuch can ship a firearm directly to an individual.

In most all other cases, a interstate shipment of a firearm must go through a local federal firearms license holder at the receiving end.

These rules have been in place since 1968.

Priori to that, you could order firearms through mail order catalogs, like Sears and Roebuck.
