XIII. Modifications to the Constitution

A. Process

1. You begin by starting a new thread with the header “CONSTITUTIONAL AMENDMENT” all caps, followed by a brief description of the proposed change.
Sample: CONSTITUTIONAL AMENDMENT (Mandatory intoxicated game time)

2. The body of the post will describe what the thread starter is looking get changed or added. From here the senate members will post their agreements or disagreements with said proposal. Based on the input from contributing posts, the thread starter has the option of modifying their proposal to gain more senate support and reposting the modified proposal for further examination. The thread starter can at anytime drop the proposal if they feel it has too much opposition, or call for an early vote if they feel it can pass.

3. After the discussion has ceased on the CONSTITUTIONAL AMENDMENT the thread starter will call for a vote on their proposal. 

4. They will have the proposal re-written, bolded, in the final language that will appear in the Constitution.  Any modifications will have the original text included in a blue color, stricken out format with the modifications in red, similar to this: ...whining is strongly encouraged strictly forbidden while playing and post this for a final vote.

5. After a final vote is passed, the constitution will be altered to reflect the changes.  The alteration will always:

1. Thread Starter Obligations

a. Acts as the thread moderator.

b. Keeps any modifications they are willing to make to the original proposal posted.

c. Prepares a final, clearly worded document of the proposal ("word pricked"), which will serve two purposes. Firstly it will let senators know exactly what they voting for or against, secondly it will get posted somewhere in our official policy or laws pages.

2. Senator Obligations

a. Keep posts strictly to the topic.

b. Post what you really think about a proposal, remember this could effect you, so speak up if you have a problem.

c. Keep your emotions in your heart where they belong, not flowing out of your fingers into the keyboard.

3. General Rules

a. Any full member can post and champion a “CONSTITUTIONAL AMENDMENT.”

b. Topics are left open for a debate period of no longer than 1 week. The voting period, once called, will last 72 hours for a total of 10 days on the floor. The initial proposal will pass or fail based on the votes placed, not on the total members of the clan.

c. Voting will consist of “Yes” or “No.”

d. Members will be on their honor to vote only once per voting period, per amendment.  Violations will be subject to full disciplinary action.

e. There will only be two active CONSTITUTIONAL AMENDMENTS allowed on the board at any given time.

f. Senators will only be allowed to post one proposal at a time.

g. If a senator wishes to make a proposal but there are already 2 active, they may post an intent of proposal to secure the next available spot.

h. For a passing vote on the final amendment, 75% of members must vote with 90% passing.

i. The general rules can be temporarily changed during an “CONSTITUTIONAL AMENDMENT” to accommodate special circumstances that may arise, providing the thread starter and senators participating with the thread are in agreement.
