Article IV - Formation of the Legionary

I. Definition of Combatant and Non-Combatant

A) Clan of the Camper will always specify, by way of forming Legions, which games they officially support for play. A game is deemed to be officially supported the moment a Legion is formed which focuses on said game.

1) At the request of the Senate and when 4 or more members currently focus on a game, the Talon will form a Legion for said game. This is done simply by someone posting a motion to create a Legion on the Senate Floor and having 3 others digitally signing the motion by replying to it with Aye.

B) Those members who choose to focus play on any of the games which Clan of the Camper officially supports will be designated as a Combatant and fall under the command of the Talon.

C) Those members who choose to focus play on games not officially supported by the Clan of the Camper are free to do so but are designated as Non-Combatant and fall under the command of the Ghandi.

II. Combatant Legions

A) Clan of the Camper will field no less than 1 Legion for each game it officially supports for play. Legions are specific to one game and one game only and the Legions must specify clearly which game they are focused on.

1) Additional Legions may be created for a game that already has a Legion focused on it, but only if the currently existing Legion exceeds 19 members. This is optional and there is no set maximum size limit for Legions. If a new Legion is being created the already existing Legion cannot be downsized beyond 13 members.

2) Each Legion will be officially known by its number. Legions are numbered according to the lowest available number at the time of creation and this number never changes after creation. In the event of a Legion disbanding then that Legion's number becomes available for use again.

3) Each Legion shall provide a familiar name in addition to its numeric name, this name is chosen by the Legatus. The familiar name can be anything so long as does not contain offensive language. For purposes of deciding if a name is offensive the Talon must approve a Legion's familiar name.

4) In addition to these two names, each Legion shall clearly specify on the roster which game they focus on.

5) In the event that a Legion's population shrinks below 4 members, the Legatus may elect to disband the Legion. Those members still within the disbanding Legion will be transferred to the Non-Combatant Legion. From there they may elect to transfer elsewhere as is their right.

6) Each Legion is required to schedule one event for its members per month. The Legatus should work with the rest of the Legion to ensure the event works with everyone's schedules. The Legatus must post notice of the event in the Clan Events forum no less than 7 days in advance so that all members of the Clan of the Camper are informed and may choose to attend. If the Legatus wishes he or she may mark the event as private on the Clan Events forum and ask that members outside the Legion do not attend. Those with higher rank than Legatus may elect to attend private events but must only spectate them unless asked to participate.

B) Each Legion is commanded by 1 Legatus.

1) The position of Legatus is appointed by the Talon

2) Legatus may be removed by resignation or by the Talon alone.

C) Each Legion offers 1 position of Tribunus as an adjutant to the Legatus

1) The position of Tribunus is appointed by the Legatus

2) Tribunus may be removed by resignation or by the Legatus alone.

3) The Tribunus will assist the Legatus in administrative affairs, and also serve as an intelligence officer for the Legion.

D) Each Legion is divided into groups called Centuries. Each Century has no more than 6 members and is designed to be a fighting unit and be able to work together.

1) Each Century is commanded by 1 Centurion.

a) The position of Centurion is appointed by the Legatus.

b) Centurion may be removed by resignation or by the Legatus alone.

2) Each Century offers 1 position of Optio as an adjutant to the Centurion

a) the position of Optio is appointed by the Centurion

b) Optio may be removed by resignation or by the Centurion alone.

c) Optio will assist the Centurion with the management of the Century as requested.

3) Each Century offers 1 position of Custos as the Century's Strategy Advisor

a) the position of Custos is appointed by the Centurion

b) Custos may be removed by resignation or by the Centurion alone.

c) Custos will assist the Century with the planning of battle tactics for the game of focus.

4) Each Century offers 1 position of Tesserarius as a keeper of the Century's Roster.

a) the position of Tesserarius is appointed by the Centurion

b) Tesserarius may be removed by resignation or by the Centurion alone.

c) Tesserarius will assist the Centurion with roster-related duties within the Century, including but not limited to recording Leaves of Absences and ensuring the Century members keep their roster data updated and complete.

d) Tesserarius will also ensure that Century members periodically pass the response-word of the day. Please see the IFF section of the Campsite Senate for more info regarding the response-words.

5) In the event that multiple members are in any situation that does not allow them to play simultaneously (for example the sharing of a computer) then all measures must be taken to ensure the Century can at least field 4 members simultaneously. This will ensure that the Legatus and Tribunus can assist in making the Century fight as a full group of 6.

6) Each Century is required to schedule one event for its members per week. The Centurion should work with the rest of the Century to ensure the event works with everyone's schedules. The Centurion must post notice of the event in the Clan Events forum no less than 5 days in advance so that all members of the Clan of the Camper are informed and may choose to attend. If the Centurion wishes he or she may mark the event as private on the Clan Events forum and ask that members outside the Century or only outside the Legion do not attend. Those with higher rank than Legatus or the Centurion's Legatus may elect to attend private events but must only spectate them unless asked to participate.

a) If a Century fails to hold an event for five consecutive weeks the Legatus will disband the Century and transfer its members to the Non-Combatant Legion.

7) Each Century will be named after the Centurion who commands it. Should someone named Campsalot command the Century then the Century will be named and known as Campsalot's Century.

III. Non-Combatant Legion

A) All members designated as Non-Combatant will belong to one Legion of all Non-Combatants.

1) This Legion is commanded by the Ghandi directly.

2) This Legion will be known as the Non-Combatant Legion and not by any other name

B) The Non-Combatant Legion offers 1 position of Tribunus as an adjutant to the Ghandi

1) The position of Tribunus is appointed by the Ghandi

2) Tribunus may be removed by resignation or by the Ghandi alone.

3) The Tribunus will assist the Ghandi in administrative affairs, and also serve as an intelligence officer for the Legion.

C) Members of the Non-Combatant Legion should make efforts to contact distant retired members and keep the roster info for those members up to date.

IV. Movement Between Legions

A) Members are free to request transfers between Legions as their gaming focuses change.

1) Transfers are done by email sent to all involved parties (Centurion, Legatus, Talon/Ghandi/Wraith) with the title Request for Transfer and saying specifically which Legion the transferee is from and where he/she wishes to transfer to.

2) Requests for transfer may not be refused for any reason and are conducted as due process in order to keep everyone involved informed.

B) New Members recently graduated from the Ghost Legion or from the Sponsorship Program are initially placed in the Non-Combatant Legion. From there they may elect to transfer elsewhere as is their right.

C) Any Member of Clan of the Camper may only be registered within one Legion and if applicable one Century at any given time. They may elect to play with other Legions if they wish, but their primary focus must be chosen and their home Legion/Century set. Should there be a conflict between event times of two Legions/Centuries, the member must go to his or her own Legion/Century's event.

V. Senate Fasces - Fifth Columns

A) Definition & History

1) During the Roman era a fasces represented the full weight and authority of the Roman Senate. This was a grouping of wooden rods surrounding an axe, and tied together in a bundle, with the axe blade emerging from within the bundle itself. Those granted authority would have their column proceeded by individuals carrying the fasces.

B) In 2000 the Campquake Senate issued a General Fasces related to fifth columns and alliances, which covers all future formations of the legionary thus:

1) It shall be the policy of the Clan Of The Camper to view the departure by any legion, group or entities formed through utilization of Campquake or Clan Of The Camper infrastructures as 'enemies of the campsite'. Likewise, it shall be the policy of the Clan Of The Camper to deem the departure by any legion as inciting civil insurrection and subsequently be viewed as a 'enemies of the campsite'.

2) It shall be the policy of the Clan Of The Camper to view any leader which contributes to the departure and later formation of a fifth column as inciting civil insurrection and as an act of sabotage threatening the very existence of the Clan Of The Camper. Likewise, any leader, internal group, faction or rogue which contributes to the departure of membership that later musters as a fifth column shall be viewed as having delivered a formal Declaration of War by Proxy.

3) It shall be the policy of the Clan Of The Camper to view any outside organization, gaming team or clan which contributes to any departure of membership as inciting civil insurrection and as having delivered a formal Declaration of War by Proxy.

4) It shall be the policy of Clan of the Camper to execute the ultimate retaliatory action against parties involved in actions listed herein by ruling them disavowed.
