Article II - Defense Conditions & Threat Levels

I. Description

A. Clan of the Camper will employ an early warning system represented through easily understood graphics and color scheme. The general purpose will be to identify stages of threats presented against the organization, and identify roles and responsibilities in meeting unforeseen challenges.

B. A series of five defense conditions will be used each with specific responses the organization and membership will adopt based upon the specified level. As various threats are assessed the levels are increased in reverse order, counting down to the final defense condition of one, the highest possible alert.

II. Defense Conditions

A. Defcon 5: Defense Condition Green; Low Risk (May be invoked by leadership)

No threats have been found directed toward [CotC], and the clan is at peace with itself and the gaming community.

B. Defcon 4: Defense Condition Blue; Guarded Condition (May be invoked by leadership)

Activity hostile toward camping exists, but no coordination of community hostility has materialized into a direct threat against [CotC].

All members are directed to be vigilant and report any suspicious activity to leadership.

Leadership appoints an intelligence officer.

Leadership appoints an ambassador for each allied clan.

C. Defcon 3: Defense Condition Yellow; Elevated Condition (May be invoked by leadership, but subject to a conditional 14 day review by existing members of the Veteran Council)

Evidence has been demonstrated that [CotC] is being evaluated as a target.

All members are directed to be vigilant and report any suspicious activity to leadership and the Campquake Senate.

During this level, Ghosts in apprenticeship positions, as well as Ghosts in any training formation, must complete the Constitutional 30 day enlistment cycle. Upon the discretion of the Wraith, this cycle can be arbitrarily extended another 30 days, for a complete security cycle of 60 days.

Leadership directs the Talon and Gandhi positions to create an intelligence cell.

Ambassadors are dispatched to share threat level information with allied clans.

Removal of the threat returns the clan to the previous security level for a period of
two weeks.

D. Defcon 2: Defense Condition Orange; High Risk (May be invoked by leadership, but subject to a conditional 7 day review by existing members of the Veteran Council)

Evidence has been demonstrated that [CotC] is a target and that attack strategy is being formulated, or that a plan is in progress.

All members are directed to be hyper-vigilant and report all suspicious activity to leadership and the Campquake Senate.

Apprentice positions and all Ghosts are placed in lockdown when the security level is at High Risk. All TBF ceremonies are placed on hold until the security level has been decreased. No new apprenticeship positions or applications for enlistment are accepted.

In concert with the Campquake Constitution, Section IX. C. III. K., members recently completing their Trial By Fire are subject to an automatic 60 day probationary cycle, under this defense condition the probationary period is extended to 90 days.

Membership posting to community forums is restricted to secured areas only. Clan communications are taken to secure e-mail.

In concert with the Campquake Constitution, Article X, Section 1, The Duality of Membership, a general adviso is dispatched by the Senate Eagle to the entire clan reminding them of the constitutional responsibility of remaining subordinate to the existing command system until the threat has abated.

Leadership transforms the intelligence cell into a functioning combat group, which in turn cannibalizes leadership from existing legions to serve as officers, and reconnoiter begins in force.

Ambassadors are dispatched to allied clans to request a squad, team, or auxiliary component from their organization lend assistance should the threat level be elevated.

Clan information, content, and secured data are recorded on permanent media, creating a clean copy of everything used by the organization.

Removal of the threat returns the clan to the previous security level for a period of two weeks.

E. Defcon 1: Defense Condition Red; Severe Risk (Must be invoked by leadership and the Veteran Council, and is subject to a conditional 7 day review by both consenting houses of leadership)

[CotC] Expects an attack at any time or is in the process of being attacked.

All members are directed to be hyper-vigilant and report all activity to leadership and the Campquake Senate.

All enlistment protocols from the Orange threat level are continued.

In concert with the Campquake Constitution, Section IX. C. III. K., members recently completing their Trial By Fire are subject to an automatic 60 day probationary cycle, under this defense condition the probationary period is continued until the threat has abated.

All membership communication protocols from the Orange level are continued.

Public message boards are locked down.

All leadership communications occur using non-clan infrastructure, hard line telephones, personal conversations, personal electronic mail, or a proxied message board.

In concert with the Campquake Constitution, Article XII, Section B, the Veteran Council is to be convened in permanent session until the threat level is decreased to immediately prosecute internal and external threats.

Clan information copied to permanent media is duplicated and provided to Talon, Eagle, First Veteran, and Caesar, sufficiently distributing all clan knowledge allowing for reconstitution from multiple sources.

The intelligence combat group becomes the Legio Fasces, a functional combat legion, whose leadership constitutes legion commanders, and whose legionnaires are drafted from existing combat ranks. The Legio Fasces prosecutes and dispatches the threat. As the threat level is decreased the Legio Fasces is disbanded.

All allied clans are requested to assign a squad, team, or auxiliary component to serve amongst the Legio Fasces to dispatch the threat.

Removal of the threat creates debriefing of leadership and membership cadres so all events are recorded and provided to the Senate in detail.

Removal of the threat returns the clan to the previous security level for a period of one month.
